Break this down to what it really is. Parents versus the State over children.

For some reason parents think they own their child, where legally you are just wards.

Parents have a duty, on behave of the State, to protect children for ITS interest - its being the State.

It is the reason officials can step in and take a child if it is being abused. Refusal to provide medical treatment for a sick child is abuse.

You put them on trial individually, because jurors are more sympathetic towards a mother - so that part is just part of the system.
